[AMaViS-user] I know the answer to this but can't find it: missing X-Spam headers

must be something obvious, but I have one install that is NOT putting
the X-Spam headers in. and sometimes not putting the X-Virus-Scanned
headers in.

I am talking about inbound email.

I checked
  spam_tag_level: -999
(so it should put headers on darn near EVERYTHING)

I checked to make sure postfix wasn't removing them.

I am sure amavis is putting them in there. on quarantined email, guess
what:!!! they are there. 'spammy' email doesn't have them.

I know its something simple, but I have been working on a VOIP system
all week and my brain is fried.
