If you're not doing anything exotic with classes or caching, your PHP code should run fine on your local windows/mac/*nix development machines as well as on your deployment machines(s). Since PHP code is portable, I would recommend developing and testing locally and then ftp upload the files to your statging environment (engarde box) when ready to deploy.
