Slowing down legitimate MTAs

Hello.

 Our mailboxes box is a RHEL 5.7 x64 running postfix 2.3.3 . We also have a system (out of control) running mailman that send us a lot of messages in a short amount of time (23.000 messages of 16KB in 2-3 minutes). We want to slow down that mailing list box. I have been reading about "Postfix Perfomance Tuning" here:

 But in this web page I can read "IMPORTANT: These limits must not be used to regulate legitimate traffic: mail will suffer grotesque delays if you do so." What is the proper way to slow down a legitimate MTA? The mailman box uses PIPELINING and sends the mail with 100 recipients each.
