[Snort-devel] [PATCH]: Remove smart quotes and other Unicode bits in README.sip

Hi snort-devel,
It looks like the README.sip file includes some uses of smart-quotes and
a few other Unicode characters (one is a special kind of hyphen). The
attached patch should fix this, but please test. The local Unix box I
test on may not be 100% UTF-8 aware and thus, diff's behavior may not be
100%.
