The code change to the RelayEval plugin will never be distributed, unless we
cut a new 3.2.x release. Doesn't hurt explicitly removing it, though.
The actual change in 20_head_tests.cf is important, effectively turning the
previous eval() rule into a plain header rule. This will even help prevent the
issue for anyone using sa-update (at least occasionally), without any code
change or update.
