There is excellent documentation of the SA release process here:

A good point is that releases generally should not be done with critical
bugs. Although I suspect none of the currently open critical or blocker
bugs are new, so not really a reason to put off a release.

Although I haven't figured out how to filter out all the automated rule
updates, which makes this pretty useless.
